Here is an easy way do draw straight lines in every program and works 100%:
(You can use mutiple layers to ensure that everything goes as you wish.^^)

1. zoom out to about 66-25% (it depends how big your canvas is)
2. rotate and or position the pic to your liking (so that you can draw a swift and fast stroke without difficulties)
3. draw the stroke, (if it was not to your liking press ctrl+z [I recommend to cofigure a pen button to strg+z it really comes in handy^^] and draw the stroke again)
4. if the stroke was to long use the eraser tool.

Here is another method but only if you have time and patience or you want to scale it without quality loss. Use vector not raster graphics.

Make a huuuuuge canvas [you can re-size later, this gives you better quality and less visible wobbly lines]

Photoshop and Illustrator:
Use the pen tool, or make really fast strokes. It takes time and practice [and an amount of luck]

Sai:
Make fast strokes too, or use the stabilizer. Setting it to S-7 or something helps a lot!

Illuststudio and MangaStudio/ComicStudio:

There should be a pen correction/smoothing option that automatically smooths your lines. It's been awhile since I've used Illuststudio so idk if Illuststudio has it, but Mangastudio does. There is a smoothing "brush" too. If you select the brush and run it over a line that is wobbly, it will automatically smooth it for you. [Not present in Mangastudio debut, I'm pretty sure EX has it.]

Open Canvas:
Same as Photoshop

GIMP:
Same as Photoshop

Paint.net:
Fast strokes, plus there's a line curve tool.

I've never used stuff like Corel Draw or Painter, so I don't know about those sorry ;w;

But basically what works for all programs is draw really really fast strokes! Or, make your canvas humongous and go over the lines many times using a small brush. You best programs for lineart are Illuststudio/Mangastudio and Sai. Photoshop/Illustrator is also good, but it's not as "efficient" per se. Most artists like to lineart on their own without reliance on a tool like the Pen tool, mainly because it gives them more control on how the lines turn out.

Personally, I think IllustStudio is your best bet because it has a ton of tools that can help you out a lot. Like they have stuff like ruler tools where you can create "guideline" rulers. [so does MangaStudio, but IllustStudio's is better].

To improve the smoothness of your lines:

1) Lift weights: You'd be surprised how this will help. Using a tablet is like using a pen and requires a certain amount of arm strength. I'm not saying pump iron or anything, but doing exercises that increase your shoulder strength and flexibility will help.

2) Zoom in: I could go into the actual technology of tablets, but what you really need to know is that your tablet is 'mapped' to your screen. By zooming in, you increase the amount of points that software programs like Photoshop can pick up and that makes your lines smoother. Zooming out reduces the number of 'map points' and makes your lines wobbly. Think about a circle vs. an octagon.

3) Stabilizers: Software like Paint Tool Sai, Illustrator, and Photoshop (to a lesser extent) have line stabilizers built into their brush tools. Each one is a little different, but mess with them until you get something that works for you.

4) Practice: There's no substitute for this. Just draw and draw and draw with your tablet until you get better.

Good luck!

if for line art i will go for manga studio ex it has auto correction (0-100% auto correction) for wobbly lines and anti aliasing for fixing pixelated lines
